Federal Grants, Loans Programs and Tax Credits

Pell Grants - This educational grant program provides assistance for tuition and educational costs for undergraduate students enrolled at least part-time at a participating post secondary institution. The program is based upon financial need determined through a financial disclosure application. A total award cannot exceed 60% of the cost of attending school up to a maximum of $2,700.

Supplemental Educational Opportunity Grants (SEOG) - Provides grant assistance to students with demonstrated financial need who are enrolled in an approved institution and maintain satisfactory educational standards. Grants can range from $100 to $4,000 per year.

Veterans Administration Educational Benefits - Provides assistance for post secondary education to veterans who have served in an active duty status in the armed forces of the United States. There are also programs available to a veteran's dependents.

Robert C. Byrd Honors Scholarship - Provides financial awards to students based upon outstanding and continuing academic achievement. The award is for $1,100 per year for four years.

Stafford Loan Program - There are two (2) federal Stafford loan programs that can provide students with loans to attend post-secondary education, one in which eligibility is determined by demonstrated financial need, and one which does not have income requirements.
  • Stafford Loan Program (subsidized) - This program provides student loans at a reduced interest rate to graduate and undergraduate students based upon financial need. Loan to undergraduate students is limited to $2.625 the first year, $3,500 the second year, $5,500 for the third, fourth and fifth year for a cumulative total of $23,000. Graduate students are limited to $8,500 per year with a total cap of $65,000.
  • Stafford Loan Program (unsubsidized) - The Stafford Loan Program is not based upon financial need. Interest rates are variable and must be repaid by the student. Loans are limited to the actual cost of attending school, minus any financial aid the student receives. A student must first apply for the subsidized Stafford Loan utilizing a standard financial aid application.
Perkins Loans - Provides loans to full or part-time undergraduate, graduate or professional students based upon financial need. The loans can provide up to $3,000 per year for undergraduate or vocational programs up to a maximum of $15,000 and $5,000 per year for graduate students up to a maximum of $30,000.

Parent Loan Program - Allows parents of dependent, undergraduate students to apply for a loan limited to the student's cost of attendance minus any financial aid the student receives. The interest rate is tied to the 52-week Treasury bill rate plus 3.1%.

HOPE Scholarship Tax Credit - Provides a federal tax credit for education costs for students enrolled in at least a part-time basis.

Lifetime Learning Tax Credit - Provides a federal tax credit for the educational costs of an adult who returns to school to change careers or update existing skills.

Student Loan Interest Deduction - Allows a student or their families to take a tax deduction for interest paid in the first 60 months of student loan repayment.


New York State Grant and Scholarship Programs

Tuition Assistance Program (TAP) - Provides tuition grants to eligible students who attend New York State Colleges and Universities. Awards may range from $275 to $4,125 based upon the individual's or family's net taxable income. A financially dependent, undergraduate's family income may not exceed $50,500 to be eligible. Students who maintain good academic performance can receive TAP assistance for up to 8 semesters.

Aid for Part-time Study (APTS) - Provides tuition assistance, based upon financial need, to students who enroll for between 3 and 11 credit hours of post secondary instruction. A dependent student with a family income of up to $50,500 and an independent student with an income of up to $34,250 may be eligible.

Merit Scholarship for Academic Excellence - Provides 2,000 scholarships of $1,500 to the top scholars in New York State and 6,000 scholarships of $500 to students who excel academically.

Higher Education Opportunity Program (HEOP) - Provides funding for academically and economically disadvantaged students to obtain financial assistance, counseling, tutoring and remedial courses while attending independent colleges and universities.

Educational Opportunity Program (EOP) - Provides assistance to academically and economically disadvantaged students enrolled at State University of New York affiliated colleges, universities or community colleges.

Regents Awards for Children of Deceased or Disabled Veterans - Provides an award of $450 per year for children of deceased or disabled veterans. The recipient must be a resident of New York State and the child or stepchild of a deceased or service-connected disabled veteran of World War I, World War II, Korea, Vietnam or the Persian Gulf. Children of a recipient of an armed forces expeditionary medal for operations during specific dates in Lebanon, Grenada or Panama are also eligible.

Vietnam Veteran's Tuition Awards - Provides up to $1,000 per semester for full time students and up to $500 per semester to part time students who are Vietnam or Persian Gulf Veterans. These grants can be utilized at any degree granting institution of higher learning in New York State or for certain non-degree vocational programs as approved by the State Education Commissioner.

Regents Awards for Children and Spouses of Deceased Police Officers, Firefighters, Volunteer Firefighters and Corrections Officers - Provides $450 per year for the dependents of deceased public safety officers who are pursuing undergraduate study.

Memorial Scholarships - Supplements the Regents Award to the dependents of deceased public safety officers, by providing awards to cover non-tuition costs of attending college.

Primary Care Scholarships - Provides up to $15,000 annually for a maximum of 4 years to students entering careers in primary health care. There is a service requirement of 12 months in a medically underserved area for each annual award received.

Regents Professional Opportunity Scholarships - Provides awards ranging between $1,000 and $5,000 per year to economically disadvantaged and minority group members who are underrepresented in licensed professions, (other than medicine or dentistry), as designated by the New York State Regents. There is a service requirement of 12 months for each annual award received.

Regents Health Care Scholarships in Medicine and Dentistry - Are available to economically disadvantaged and minority group members who have historically been underrepresented in the medical or dental profession. Up to 100 scholarships between $1,000 and $10,000 are awarded. Service requirements are mandated for recipients.
